Need help with early county history!

My relative, James R. W. BREWER, was elected as the first Justice of the Peace of Precinct #1 in Collingsworth. But we have debated for years over when he was elected as JP. It seems logical that the first JP's would have been elected when the county was organized and the first election was held in 1890. But our family is of the impression that J. R. W. BREWER did not arrive in Collingsworth County until 1900 (he lived in Collin County before moving to Collingsworth County). Virtually no Collingsworth County records are available here in Iowa or in Salt Lake City. If someone could check, on a future visit to the Wellington courthouse, to see when J. R. W. BREWER was elected JP, it would sure resolve a lot of questions for us! I'd be happy to do some family research here in Iowa in return.
