Index to Military Rolls of the Republic of Texas 1835-1845 ... lists a W.R. Powell.

"Republic of Texas: Poll Lists for 1846" by Mullins lists a William R. Powell in Nacogdoches Co, TX.

Have you tried contacting the Texas State Archives in Austin? I understand they are undergoing some renovations, so research may be limited for right now.

Go to Texas GenWeb site -- http://www.rootsweb.ancestry.com/~txgenweb/ -- Find and click on Texas Research Help. Look for Republic Era Resources, I didn't go through all of the links listed. Lots of other good "stuff" on that site.
