Charles Melhish born Gloucester 1845/50

My grandmother was a Caroline Janet Melhuish born in Surrey in 1884. Her parents were Charles Melhuish and Emma Melhuish (Hayes). I have found the family on the 1881 census in Surrey and it gives Charles' dob as 1849. So far despite trawling through marriage records I have been unable to find any record of Charles and Emma's marriage.

However on the 1871 census I have found a record of a Charles G Melhuish living in Gloucester. His occupation (Engine Driver in Factory which is not the most common of professions) and place of birth are exactly the same but his dob is given as 1845 and he has a completely different wife and children. Bearing in mind the similarities between these two entries I believe they refer to the same person. If this is the case then the earlier date of birth is more likely otherwise he would have been 13 when his oldest child was born!

Has anyone any leads on this elusive man?
