There is a list of professional researchers on The National Archives site. If you obtained an estimate of the costs involved, you could decide whether you wanted to proceed. Here's one definition of a naval quartermaster: "A petty officer who attends to the helm, binnacle, signals, and the like, under the direction of the master".
