Mexican War pension denied

I have the pension records of George W. Goucher who said he was a Surgeons Assistant in the Louisana Brigade under General Persifor Smith. He claimed he was discharged in Vera Cruz in 1847. His pension was denied because their was no record of his service. Can anyone tell me if he actually served or not?
