Thomas Henry Best Spring/Lake

I am trying to find information about a spring or lake that is in Garfield County near Panguitch. The lake/spring was named after Thomas Henry Best and their was a sign posted with his name on it. Any information regarding this would be helpful. Our family had a photo of the sign & lake/spring at one point, but who has it now, I do not know. Also, those living do not know how or why it was named after Thomas Henry Best. Your help is greatly appreciated.
