BIRTH RECORDS 1915-1916, PRATT Where?

I have been trying to obtain a birth record for Virginia PRATT b 1915-16 daughter of Lehi (Lee) Marion (Maryen) PRATT b 1881, and supposed wife, Georgiann(a) GARDNER PRATT b 1895. The birth records person said, only parents, grandparents, siblings or child of the person can obtain such record, as far as I know there aren't any alive, where does that leave the rest of us? Where else would I look? Virginia is sister of our ancestor, and it looks as if we cannot see or have record of her birth and mother's actual and "for sure identity" for our records. the LDS records are scarce and sketchy for this part of the family, her mother has had many names in the LDS records, the only one I can find is Georgiann(a) GARDNER daughter of Wm. B., and Anna M.ANDERSON GARDNER.
I know what happen to daughter Virginia 1930 Alameda Ca, father in Oakland Alameda Co.,CA, mother, Georgiann in Los Angeles(with another man) with daughter, Delores PRATT age 8.(I obtained Delores' birth record from the library in Washington state!)I know that in 1918 they were in Murray SLCo, wife was Georgianna. What I don't know is who else Lehi might have married between 1910 and 1918. In 1910 he was living in SLC with brother Parley and family as Lee PRATT a carpenter, SINGLE.
Does any one have any ideas of where I would look? Thank you so much for reading this. I will share with the family.
