It appears, from what you included, that you ancestor is from the CITY of Richmond, in Virginia, not Richmond County...these 2 are not the same - the city is not in the County of Richmond, and is, in fact, the Independant City of Richmond. You are sending your query to the wrong place. Before about 1870 Richmond was the county seat of Henrico Co...after that, an independent city.
