Found him. Local lookup.

Records in Northampton, Massachusetts, where the famly moved before 1880, show that Joseph's first wife was Jane Robair or Roebart. He was shown to be born around 1810-1812. Record of a child born to his second wife shows he was born in Berthier, Quebec.

Joseph Jolicoeur, son of Pierre and Marguerite Bourdon. Married 1838-05-07 Ste-Genevieve de Berthier (QC). Genevieve Robert daugther of Jospeh and Marie Anne Riviere.

Pierre Deveau-Jolicoeur married Marguerite Bourdon 1807-06-30 in Ste-Elisabeth. Had 4 children born in Ste -Elisabeth; Genevieve 18115-01-08, Joseph 1817-07-17, Francois 1819-03-03, , and Charles 1822-06-20. The first three children died in childhood in Ste-Elisabeth. Francos and Joseph were married in Berthier, bot in 1838. The part about the first three children dying doesn't strictly make sense as written.

Seems like I've heard alot about Deveau-Jolicoeur in the past couple of days. Think it was at the Yahoo Jolicoeur group, not here?

If I read this right, the name Hart hatched in Clinton County, New York, in this case. I know a few French Canadians down there who will cheer to learn this.

I'm just posting the information for the next person who asks.
