John Evan Vaughan Chester, Cheshire, England and ancestors

The transcription reports Mildred Ann baptised same date with John Evan. I am trying to find out more. Was she a twin? Could this be Margaret Ann listed in the BMD index Dec 1896?

I believe his parents were Evan Vaughan and Ann Gabriel. I believe Evan may have been from St. Asaph's, Flintshire, Wales.
Ann may have been from Denbighshire, Wales.
I think Evan's parents may have been John Vaughan and Anne Sampson.
I am trying to confirm these connections and trace them back but struggling with what to do next. Thanks for any help and or advice you can provide.
