Those that I found by that name on the SSDI in Washington don't appear to be your James.
Have you tried white pages websites like anywho.com or switchboard.com?
I got a number of results there. Try them, use the full surname and only J for the given/first name, Washington for the state. I got a number of results come up for James McGinley.
also check with your local library. Some libraries suscribe to databases which gives out info on living people, such as "U.S. Public Records Index".
