Hi Renee,
Contact the Whatcom Genealogy Society and ask if they have the Washington Birth Index on microfilm for March 1915. If they do, they will ask for a research fee and can provide you some information.
If not, you'll have to order a copy of the birth cert from the State of WA or their representative. See http://theusgenweb.org/wa/whatcom/vitrec.htm . There might be a restriction that only allows the cert to be sent to family members. Successful Searching!
