Carolyn-
Since Pend Oreille County was formed from the eastern portion of Stevens County, on March 11, 1911, and you said Arthur Edwards purchased land in Feb of that year, I checked Stevens & Pend Oreille census indexes from 1900-1920, but no luck.

I found only one listed in Pend Oreille County:
1920 Dalkena Pct.=
EDWARDS, Ernest (ldgr) Sngl, 36 MN- Eng/Canada, Lumbermill Labr

If you could provide when/where Arthur was born, it might help.
