Almsman in Wales

In my search of a ggg grandfather who died in 1857, his death certificate being recorded in the Wrexham area stated that he was an almsman. A definition of an almsman was: a person receiving alms. Would this person have lived in a poor house or would be have received charity?
Cadwallader Evans 1780-1857, died at Pentre Broughton, Wrexham, Wales
