LEWIS RIGGINS, 1812 AND DAUPHIN CO NC??

I'm researching a ggggrandfather, LEWIS RIGGINS b. 1792 in NC. He enlisted with a Capt. B. Johnson of the ???? Rifles in April of 1813. He seems to have been in Detroit in 1815, where he was discharged.

His birthplace is listed as DAUPHIN CO NC but there doesn't seem to have been such a county in NC. I can't make out the handwriting in the 'remarks' column of the 'Records of Men Enlisted in the US Army Prior to May 17, 1815' document.

Can anyone point me in the right direction?
