This was explained to me once as follows:
Towns were often expected to take care of the needs of their poor residents.When a stranger arrived in town with no visible means of support, they were sometimes officially warned to "move along", i.e, get out of town, since the townsfolk didn't want to be responsible for supporting vagrants who came from other places looking for a handout.These were often published in official records as "Warnings out"
FOLKS- If I'm wrong about this, please set me straight.I'm just repeating what I was told, but have no real documentation to back this up.
