There are several possible ways to approach this.

Since you have his death date (and I'm assuming that you know the location of his death), you could request a copy of his death certificate. Sometimes that will contain information about place of birth and parents names. If nothing else, it will contain his SS# which could be helpful.

The next way, would be to find a marriage record for Theo and Mary in Milwaukee Co., WI. I note that in the 1910 census, they indicate that they have been married for 5 years, putting their marriage date at about 1905. You may want to contact the Register of Deeds and see if they will do a record search for the years 1903-1907. Here is a form to request this document:

Another way that "might" work would be to request a copy of Theo's SS5 record from Social Security (assuming that he worked and paid into it.) The original SS5 record would contain not only the name of his father, but the maiden name of his mother. Here is a link to a basic SS5 request letter from his son. Just delete the son's info, fill in the information you have, enclose a check (amount depends on whether or not you have his SS#) and mail it off:

My final suggestion would be to try and find an obit, but since it might not contain any information regarding his parents, your only hope would be that it contains the names of his siblings which could lead you to his family through more research. If you know who handled his funeral, you may also be able to request a copy of the funeral file. While most of the info contained won't be very useful, it will in all likelihood have a copy of the obit, if nothing else.
