Debello Cemetery Hyne/Bundy/shreve

I'm looking at a combination of the Kegleyshreve listing of the cemetery (which is nice because it is in layout) and the Interment.com list (which is alphbetical) and have a question that maybe someone can answer.

Lot 37 has Tamy and William Hyne and Emma C Shreve.
Lot 36 has James M Bundy (S/o J&E Bundy) and Wm Hyne

James M Bundy was Emma's first husband. He was in the Civil War and died Sept 1865.
Emma's brother William also died of disease in the war (according to Early days in Debello).

Are the Lot 36 really honorary markers of the civil war vets?
