Although it is hard to read, I think it is William J. Witcher in 1870 also.He first appears in Bradley county in the 1840 census, but Bradley became a county in 1836 and before that it was Indian Territory.In the censuses which list a place of birth, it always lists Tennessee for William.
A good possibility might be Asa Whither/Witcher who is in the 1820 census of Smith County, Tennessee with a male 16-26, which would fit William's age. I can't find any records for William's parents, or Asa's children.
At the same time in Smith county are Booker, Daniel,James Sr, and James Jr. - so Asa might be Asa Lacy Witcher, son of Daniel Witcher and Susannah Dalton, and Booker and Daniel may be his brothers, James Sr, his Uncle.
Daniel Witcher, husband of Susannah, died in Smith County Tennessee about 1815.
