Which Jacob Hoover?
It is pretty clear from the documentary evidence that this Jacob is the same Jacob Hoover who is found in various Hampshire County records from 1779 onward and that his wife is Elizabeth, daughter of Stephen Hatzenbella/Hotsinpiller of Frederick County, Virginia.
First: Personal property tax records of Hampshire County, which begin in 1782 show only one Jacob Hoover from 1782 to 1798, when two are listed and from 1798 onward (published records of these through 1815)there is a second Jacob, listed usually as Jacob Jr. and the older one is Jacob Sr. "constable". the land tax records show only one Jacob Hoover owning land during this time. Many deed records for this period have been lost.
Second: This is the same Jacob who purchased land in Frederick County in Sept. 1820 (Fred Co. Deed Book), 43, p. 95). The deed from Newbanks to Hoover, states that he is Jacob Hoover of Hampshire County. We know this Jacob and Elizabeth are an older couple because in 1823, they have a grown grandson, who is in fact not just grown but married. Also we have verifiable birthdates for at least three of the children mentioned in the 1823 and 1824 deeds. Mary, wife of Peter Switzer was born in 1774, Susanna, wife of Stephen Hickle was born in 1779 and Ulrich Hoover was born in 1790 (apparently the youngest of the children). Elizabeth Hoover, mother of Hatfield, married Edward Hatfield 2 Dec. 1794 and so probably born early 1770s. We do not have a specific birth date for Jacob Jr. but since he shows up in the personal property tax records by 1798, he was likely born about 1777. As for Rachel, wife of Abraham Rennard, she and Rennard were already married by 1802, when they had a child baptized at the Hebron Church. Furthermore all of these children are listed as receiving a portion of the Hotsinpiller estate settlement in 1801 (Frederick County Will Book 6, pp. 628-9).
Third: There is nothing in the will of Stephen Hatzenbella that specifically says his daughter Elizabeth was dead- the words "late" or "deceased" are not used and the only thing suggested is that she not receive any money! Nor do we have any confirmed birthdate for Elizabeth that would indicate she was over 50 years old when Ulrich was born. Ulrich was apparently the youngest of the children of Jacob and Elizabeth, and so she could have been as old as 42-43 in 1790, the most common age for last a last child (before modern medicine). And like Jacob, she would have been in her mid 70s by 1823-24 when the deeds were made. This age for the couple is also consistent with fact that they had grown grandchildren by that time and were making provisions for their children and grandchildren to care for them.
