Thomas' last SS benefit was paid Martinsburg, Berkeley Co WV. There are only 2 VA Hospitlas in WV....Raleigh Co & Charleston [Kanawa Co]
If he didn't die in Berkeley Co a death certificate may not be found this Co, but since he resided here, you might be able to obtain an obit.
You can request his military papers from the NARA, which may lead you to a death cert.
Is there a specific reason he was bur Arlington? They may be able to help you, as well.
Are you trying to determine cause of death, or seeking parents/siblings? I can help with this.
I do know Thos was b PA; enlisted WWII from Alaska; have his family in PA.
