I found your Thomas Boice & Cynthia Palmer on the WV site married June 28, 1860. He was 26, she 19. He was b in Monongalia Co VA, she in Portage Co OH. His residence was Wirt co VA, hers Wood Co WV. His parents were Thomas & Patricia, hers Daniel & Elizabeth. There are a lot of Boice's on this site. They also have death & birth records.
