Yes, it is reasonable for soldiers from other geogrphical areas to be placed in infantry units, or any other units for that matter.
I'm working on a book about the old 69th Regiment, 165th Inf., that was largely Nat. Guardsmen from New York City.In the end, there were soldiers from all over the US., many of them replacement troops.Even the 15th NY Reg., 369th Inf., comprised of African-Americans from New York State, wound up with new troops from the south.They didn't mix well, their diverse cultures -- rural farmers meeting sophisticated New Yorkers -- presented problems.Yet they all fought nobly side-by-side.
It's true about the fire, but you might be fortunate and get your grandfather' records.If he was a Nat. Guardsman, you might try Ohio records.Look up Ohio State Historical Society's web page.It's one of the best.
