WWI picture

In my attic I just found a picture from WWI. It is a picture of a woman with a sword laid across the shoulder of a WWI soliger. the flag is in the background. At the top it states "COLUMBIA GIVES TO HER SON THE ACCOLADE OF THE NEW CHIVALRY OF HUMANITY" On the bottom it states: "DELBERT A GATES, PVT CO M 118TH INFANTRY SERVED WITH HONOR IN THE WORLD WAR AND WAS WOUNDED IN ACTION"
signed Woodrow Wilson.

There is nothing on the back, it is obviously old. The drawing is in pen and ink.

Does anyone know anything about these certificates? Is anyone a relative of Delbert A. Gates? If you are a decendant and can show me a copy of the genealogy the picture is yours.
