The replies you’ve had are incomplete and/or incorrect for WWI, so if your still looking:

Provided he was a rating [not an officer] and he left the RN before 1922 his Certificate of Service should be available online [download for £3:50p] form the National Archives Documents online at http://www.nationalarchives.gov.uk/documentsonline/ , note when searching the date range is date of birth and place is place of birth, but treat the latter with caution and I suggest you leave blank.

If he was an officer then you need to read the information available via the NA’s home page.

If he was a rating who left after 1922, his records will still be with the MoD and you will have to apply the RN records branch as per veterans agency site.
