Try the Missouri Dept of Veteran Affairs and Federal VA Office. WWI Veterans were given a $1,000 Bond payable in 1945, but Congress passed legislation for it to be paid early in 1936. Check for records at the county Veterans office in which he lived in after the war and in 1936.

The Missouri Online Digital Database "Soliders' Records War of 1812 to WW1" also has his Military serial # so contact the NARA to see if by chance his WWI service records are in the 20% that survived the 1973 fire.
