WWI Ribbon

My husband's grandfather was in France during part of WWI. We have his Victory Ribbon but we also found a beaded 'banner' type article that looks like it would have been worn on a uniform. It's about 3" wide and 4" long. The background is light blue. There are 2 American flags in the center, side by side. Underneath the flags in white beads is '1916' and under that 'FAISCO.' This is outlined in black beads. Then there is a boarder don in darker blue beads that alternate a diamond and a swastika. The bottom edge has about 2 dozens loops of red, white and blue beads. A leather tab at the top has a snaps to attach it to a uniform. Any hints on what this represents would be appreciated. Shauna
