They each received mustering out pay, some received bonuses..seems like the govt. paid for their transportation home.from the discharge base..maybe that's what the SO refers to?
Also, since they were transferred from an overseas area, which would take some time to accomplish, perhaps it was just back pay due him?...if you google, use quotes:

"WWI discharge par 35 SO" perhaps something will pop up...also, maybe the military base where he was discharged could help.??
