Since he was a Second LT he could have been in the Army before the Draft Registration so he wouldn't have had to file a card. Where the unit was formed might be the same state he was living in or a next door state. But unless you have a state born at least or siblings names to look up in 1900 and 1910 censuses then there is not much you can do to find more.
