WWI Navy Picture - Co. 109 W. Sweeney Co. Comdr.

I have a WWI Navy Picture. The only info on the picture is: Co. 109 W. Sweeney Co. Comdr. U.S. Naval Base Norfolk, Va. Feb. 12, 1918. My father (not Sweeney) is in the picture with 67 other men, no names. Does anyone know if there is someway to find out who is in this picture, or I guess who was in Co. 109.
Thought one of you might have be interested if your Father or G Father might have been this W. Sweeney, or even be in the picture.
