Ginger,

At Ancestry most databases are subscription based, but they get their databases from the National Archives Records Administration. This database will be available at a nearby NARA Library or might be at a LDS Family History Center. Also check your local libraries as they might have Ancestry or other subscription genealogy sources available for patrons for research.

This is the source of Ancestry's database with Name and Mircrofilm # of databases:
