Joe Elliott was an Wyo. Stockgrowers Assoc. detective and stock inspector serving northeastern Wy., around Newcastle and Gillette. His name was mentioned in connection the Waggoner hanging, and at the time of the 1892 Johnson Co. invasion was out on bail for the previous assult on Nate Champion.
