3rd Compnay 2nd provisional Regiment

My great Uncle, Joseph Shubert served in WWI, he was drafted out of Carbon County Wyoming. I have contacted the NARA for military records but they cannot give them to me because I am not immediate next of kin. The NARA informed me that his assignment and geographical location was the 3rd Company 2nd Provisional Regiment, dates of service July 5, 1918 - April 25, 1919. He was awarded a Victory Metal & Victory Button. I cannot find any info on the 3rd Company 2nd Provisional Regiment, I would like to know what action he had seen where they fought etc. but there isn't anyone who seems to know have any info on this unit without knowing which army/division/battalion he served in as part of the 3rd company, a couple indivuals I spoke with advise me that he may have started in the national guard and they were then dispersed into other units. I have seen his draft record, obituary, found him on the federal census, I just can't seem to find ANYTHING on the 3rd Company 2nd Provisional Regiment. The partial record I did receive from NARA also states his place of entry as Rawlins Wyoming separation as Fort D A Russell Wyoming.
