Timothy Kinney sheep rancher in Wyoming

This man was a sheep rancher in Wyoming. He had 3 daughters that I know of and one, Mary, in 1903 married in Salt Lake City, Utah to a Dougherty, later moved to Portland.
At the wedding it mentions the O'Brien FAmily.
If anyone knows of this man I would appreciate any information you may have. There is not hardly anythinf on line for a man referred to as th Honorable Tim Kinney.
