I am also a descendant of Henry Zabriskie and have other ancestors buried in Provo as well. From a few discussions I had a few years ago during a visit to the grave site of other ancestors buried in Provo, I believe that there were a few cemeteries that were displaced or moved by construction. That seemed odd to me at the time, which is why I remember it.
Perhaps you should contact the University Library at BYU. They have a Family History Center there. They may have contact with a local historian who can tell us all more about it.
