Yes, Zaretsky (female - Zaretskaya) is a very common name in Russia, but it is not "a name of loyalty to the king".
It is an ancient Russian (not jewish) name indicating where the founder of the family lived. Russian word "za" means "behind; over, across, beyond, the other side of; out of".
Zaretsky lived beyond the river, Zapolsky - behind the field, Zabolotsky - beyond the marsh, Zaozersky - beyond the lake.
